There are 4 owner-reported visibility & wipers complaints for the 2006 Buick Rainierin NHTSA's database. These are unverified consumer reports and may not reflect confirmed defects.
During periods of time with ignition switch on, the wipers will loose the ability to both regulate speed and shut off. The wiper cover AC Delco/GM part number 19120931 will fail and loose control of the wipers (fail to shut off while driving). Because you cannot shut off the wipers, the driver's vision is obscured, and the noise from the wipers on the dry glass is very distracting. This will cause drivers attention to shift from focus on driving to manipulating the wiper switch. GM has not ordered a stock or replacement wiper covers from AC Delco, so trying to locate a fix for this problem is very hard. This is a GM design problem and is very expensive to fix. As a minimum GM needs to stock this part. All of these wiper covers will fail eventually, and accidents from this problem will occur.
BUICK RAINIER 2006: WINDSHIELD WIPERS AND FLUID COME ON BY THEMSELVES. WHEN THIS OCCURS, THE ON / OFF FUNCTION DOES NOT WORK. THEY CANNOT BE SHUT OFF BY CONTROLS. THEY MERELY START AND STOP AT RANDOM. IT HAPPENS BOTH ON VEHICLE START UP WHEN VEHICLE IS IN PARK AND WHILE DRIVING. IT IS VERY DIFFICULT TO SEE TO DRIVE.

THE CONTACT STATED THAT THE RECALL HAD EXCEEDED A REASONABLE AMOUNT OF TIME FOR REPAIRED. THE CONTACT STATED THAT THE REPAIRS NEEDED TO BE DONE AS SOON AS POSSIBLE SINCE THE DRIVER DOOR FAILED TO UNLOCKED ELECTRONICALLY OR MANUALLY. THE APPROXIMATE FAILURE MILEAGE WAS 63,000 AND THE APPROXIMATE CURRENT MILEAGE WAS 47,829 WITH IN 9DAYS OF REPAIR DRIVERS SIDE DOOR WOULD NOT OPEN.. CALLED GM AND DEALER BUT IT SEEMS NO ONE THINKS IT HAS ANYTHING TO DO WITH REPAIR. WORK\ED FINE UNTIL REPAIR AN AUTO HAS LITTLE MILEAGE. THEY BLAMED IT ON LIVING NEAR THE BEACH, I DON'T. OWNER OF DEALERSHIP CALL STATED HE WOULD TAKE CARE OF PAYING US BACK BUT IT HAS BEEN WELL WITHIN A TIME TO MAIL A CHECK. GM KEEPS CALLING TO SEE IF DEALER PAID. IT IS FUNNY A DOOR WORKS GREAT PRIOR THEN CAN NOT OPEN 9 DAYS AFTER RETURN. HAD SIMILAR PROBLEM WITH TIRES, AUTO SERVICED EVERY 3,000 MILES BY DEALER WE PURCHASED AUTO AND TIRES WORN DOWN WITHIN LESS THEN 28,000 AND THEY STATED TIRES ARE NOT COVERED BY WARRANTY. YOU PROTECTS THE DISABLED AND SENIORS? NOBODY BECAUSE THEY THINK WE CAN AFFORD THESES COST. WE CAN'T. *TR
