The contact stated that while operating the vehicle the driver's side seat belt would not extend out and the driver was unable to access and latch the seat belt. The contact indicated that the failure was intermittent and during the failure, audible alarms were activated and warning messages were displayed. After restarting the vehicle the failure had self-corrected. The vehicle was taken to the local dealer who replaced the seat belt assembly but the failure continued to occur. The manufacturer was notified of the failure but no assistance was offered. The failure mileage was 50.
